Update on Filming During Ongoing Protest Activity

By order of Los Angeles Mayor Karen Bass, an evening (8p-6a) curfew is now in effect for the Downtown Los Angeles area. The curfew order overrides any previously granted permissions to film in the area during curfew hours and limits the availability of future permits for filming in the curfew zone during curfew hours. The curfew boundaries are North: 5/110 freeway South: 10 freeway West: 110 Freeway East: 5 freeway (see map below.) 

Until the curfew order is lifted, ALL filming in downtown LA must end at 8p and cannot start earlier than 6a. 

 Productions choosing to film in the Downtown area outside of curfew hours should proceed with caution and have a plan in place should they need to leave the area due to an unforeseen event that may impact their ability to continue filming and/or affect their access in and out of the area.  

ALL cast and crew filming in the curfew area, and ALL equipment brought into the curfew area, need to be completely out of the curfew area by 8p. Please keep in mind that freeway exits are subject to curfew-related closure, and plan accordingly.  

The Department of Transportation (DOT) will not be posting any temporary “No Parking” signs in the Downtown area (see map below) until further notice.  

Productions should also be aware of several “No Kings” Protests taking place in the greater Los Angeles area on Saturday, June 14th which may impact the ability to film in or near the protest locations. Details surrounding the protests and location information can be found here.


CHP & LA County Sheriff Officer Hires

Due to ongoing protest activity, the California Highway Patrol and the LA County Sheriff’s Department are temporarily unable to accommodate officer hires for film shoots. 

FAA Temporary Flight Restrictions (TFRs)

The FAA has issued Temporary Flight Restrictions (TFRs) for West LA/Westwood and Downtown Los Angeles and adjacent areas, effective June 9-15, 2025. These dates are subject to change based on circumstances.

FilmLA will review all locations with planned drone activity to ensure compliance with current TFR boundaries. Drone operators are responsible for verifying flight restrictions using their preferred monitoring application, such as AirHub. Initial assessments indicate that waivers may be possible for the West LA/Westwood area, but are not expected to be available for the Downtown Los Angeles TFR.

FilmLA has received several questions from the industry about protest activity in parts of Los Angeles County, and its potential effect on production-in-progress and film permit availability. 

At this time, FilmLA is unaware of any permitted film productions shut down or interrupted due to protest activity.  The guidance in this Production Alert applies to film permit availability in areas where protest activity is ongoing.

The City of Los Angeles’ permit authority, LAPD, asked that FilmLA reassure the industry that requests to film on-location will continue to be reviewed and evaluated on a case-by-case basis.  In the City of Los Angeles and in other jurisdictions, filming is allowed in all areas except those where protest activity is concentrated.

The list of areas temporarily off-limits to filming is subject to change.  Areas where filming may not be possible include:

  • Area surrounding the United States Citizenship and Immigration Services Office, located at 300 N. Los Angeles (Temple and Alameda up to the 101 Freeway)
  • Area surrounding the Federal Building, located at 255. E. Temple Street
  • Area surrounding Los Angeles City Hall (200 N. Spring) and LA Mall. Protest activity is planned in Grand Park beginning on Monday, 6/9 at 9:00 a.m.

We are unable to give more specific boundaries for affected areas at this time as the situation is fluid. Care for crew safety is important, as is making room for protected free speech.
